Our agency for our first adoption required a black and white only. We managed to get through PGN without that being a KO.
Our new agency requires a color copy. ?? I think it really depends on the agency. I think they ask for it to be in color because it's easier to see it's an original?? I don't really know.
Call your agency to see what they prefer.
