This often depends on which state you're talking about. Some states have more babies to offer (through the foster care system) than others. In my own state, having a baby as a foster child that will actually become adoptable, is almost rare. Too often, the baby goes back (at least once) to the bios, only to be removed again months later (and with more damage to boot

It is more common to receive a toddler, but please keep in mind that even toddlers can have severe issues---especially if they have been in foster care for very long. If you are planning to go this route, may I strongly recommend reading up on attachment issues, talking with parents who have already BTDT, and joining a group with parents of older child adoptions.
While every baby/child (bio or adopted) has risks to a point, adopting within the state system more often than not, has many challenges.
To check on possibilities, go to USKIDS. Google foster children photolistings; and...one that we've personally done in years past, simply attain the phone numbers of the CPS districts near you, or in major cities. (These can be googled or found through phone info services.) Call them when you have your homestudy completed and tell them exactly what you are looking for, and if any are available for adoption.
While this may seem too direct, our experience has been that many caseworkers are more than happy to discuss any possibilities with you. And, more than once, they took our name and sent info to us in order to keep our names on file!
