The I600A filing includes a copy of your homestudy and fingerprints. Unless you are a felon, and as long as your homestudy shows you to be an acceptable prospective adoptive parent, the I600A is approved (for whichever country you selected). That approval results in an I-171H--favorable application to adopt and get a U.S. visa for the orphan. Both you and the U.S. Consulate (in your selected country) will receive a copy three to four months after you filed the I600A. The USCIS officer is really there to coordinate and verify documents--there is no real power to determine approvals or denials. And the homestudy is there to answer questions about your ability to parent and provide. I've never heard of contact between USCIS and social workers.
