Keep in mind that unless you happen onto a relatively rare situation through an agency, adopting a toddler is usually done (domestically) through the foster care system. To have a child---even early toddler age---in foster care that does not exhibit some significant issues, is unusual.
Notice I say it's not impossible, but it is very unusual to find through a private agency.
It's been our experience, that even adopting a toddler through the foster care system has its problems, to say the least. My advice is either to realize that you will usually have---at least some moderate problems when adopting through foster care.......or going back to infant adoption. As everyone will state, adopting a child, regardless of age, has risks (as does going the bio route).....but when choosing the foster care system, the issues are compounded.
