Wow! That is surprising considering that people with much more serious (and recent) offences have been able to adopt. And this is your boarder, not you. (I know, anyone in your household needs to pass the clearance, but . . . ) Have you considered contacting another agency and asking them about your situation and getting a "second opinion?" PGN is picky, but if you have your 171H, I would be surprised if it was an issue for them.
Not sure how you would deal with the I600A. I can't see USCIS refunding your money unluckly. The 171H will be good for 18 months after issue, so even if you delayed accepting a referral, chances are you could still have your child home well before it expired.
