Why don't you write a letter, and try to not assume the worst about them. Upon first learning of your contact with the pastor, maybe they got excited to hear from you and quickly agreed to the picture. If their daughter was not in a 'place' to be told of your contact at this point, they may have thought twice about the picture, after the 'excitement' wore down. I mean, their choices are to tell dd about your contact and see if she's comfortable sending a picture, or don't tell her and send it behind her back. The latter is probably not a good idea, period. The first option just may not be an option at this point. If I remember correctly, she's 16? Regardless, there is just NO way to know what is going on in their lives right now. It's possible that they did tell her, she didn't want to send a picture, and they don't know how to tell you without hurting your feelings. There are limitless, endless possibilities. Take a deep breath, get out that pen and paper, and write your heart out. Better yet, do it on the computer so you can easily add to, take away, correct, reflect, perfect, then get it on paper and send it without thinking too much about it.
