You can email us and we'll send you forms/info for step-parent adoption (pro-se). We completed our adoption in March 2006 and the bio was missing just like your situation. You will need to serve him by publication (an ad on the newspaper) and probably need to hire an ad litem attorney to represent bio since you won't have a consent from him. Don't sweat, though, by doing most of footwork pro-se, you can save a lot on lawyers fee. We can give you more info on that too.Email to
