One thing you might also consider is the wait for referral. I think the wait with one of the agencies you listed is a year or so. With the changes that are supposed to happen in Guatemala (Hague) you might not want to wait long for a referral. We were interested in one of these agencies and were ready to register when we found out we did not meet their minimum length of marriage requirement. We were very disappointed, but we are glad we did not have to wait for a referral.
