I agree. My daughter came home at 17 months. She had 3 foster mothers in that short time. Evidently, she kept being removed because the care was not good. She was underweight (20 pounds 32") and wore 9-12 month clothes. She has been home almost 2 years and has attached wonderfully. Prepare and practice attachment parenting when your dd comes home. That is what we did and she is doing great. And yes, try not to worry too much.
