There are a couple of facilitators (not agencies) out there that I know who still gladly accept your application and fee - but are not currently accepting clients.
In my opinion, this is unethcial - but as we all know, facilitators don't have to play by the same rules as everyone else.
Just make sure you ask, before you submit, if they are currently accepting clients.
