Who is the legal guardian of a minor's child?

Hello,
I have heard about a young woman who gave birth. I've heard about her through a friend of a friend (sort of thing). I am not fully sure of her plans, but I have a feeling I may hear from her parents before I hear from her.
The birthmother is high-school age, and it seems that her family is at least discussing her options with her.
I don't know if it's appropriate to ask to speak to the b-mom if I hear from her mother, or if I should have a conversation with whomever calls us (likely the baby's grandmother).
I would like to know who has legal custody of a child born to a minor? Who has the legal right to make decisions? As a PAP, is it wrong either to ask to speak to the mom (of the baby), or to speak to her mother (grandmother of baby)? I feel I'd want to speak directly to the birthmother, to make sure she is comfortable with her choice and that it is her choice, but it's clearly a sensitive situation for this family.
Any advice appreciated.
