We are in the process of our second adoption. We live in Ohio. For our first adoption, the international agency we used was in Florida. This time our agency is in MN. So far, it has not been a problem in either case. I would not hesitate to use an out of state agency.
Good luck, this it is tough weeding through the all of the information and choosing an agency.

Jan. 10: Informed that we were approved by our new reviewer, now waiting for director and Barrios' approval  again!
