Question Question about the birth index

I used google to find the Ca Birth Index and used the 'guest pass' option to look up birth records. I was trying to locate the birth record of my sister in law and I looked by DoB and by last name and didn't find her. As a last ditch effort, I searched by mother's maiden name and found her mother's other 3 children, but not my SiL. Now, my MiL has 4 children. 2 of them are adopted. My husband (her first adopted child) is in the BI, but my SiL (her second adopted child) is not. She was supposedly born in the same county as my husband, the same hospital even. Can anyone tell me if some records are missing from this index? And if so, why?
