I don't think anyone can know the "chances" of such a thing, as it depends on so many factors, including why these kids are available for adoption. Usually older kids are relinquished because of poverty or the death of a parent.

Some agencies will not allow people to adopt two unrelated children at a time.

You might consider expanding your age range--perhaps 0-18 months and 3-6 years. You never know when some kids might be available for adoption who don't meet your exact specifications.
