Infant foster adopt is possible!
We got an infant newborn girl, (30 days old) that we FINALLY got to adopt after one year. The had 9 other legal risk children = but we knew only a few of those had a real possibility of aodption, we could have said no but chose not to.
It depends what county/state you are in. It various a lot from place to place.
