Haven't the rules for hosting changed. Most hosting programs require that you pay for the travel of the child to the U.S. which makes alot of sense, but then you have to make two trips to Russia.
Russia used to allow the hosting to be one of the required visits. Now they aren't allowing the hosting to count as a visit. Won't that add to the time and expense of the process?
