Here's info off of one agency's site explaining the system:

Choose a CCAA-Recognized Adoption Agency

There are about ninety-three adoption agencies in the USA that are officially recognized by the China Center of Adoption Affairs (CCAA), a sub-governmental agency in Beijing, China, in charge of international adoption affairs in China, from accepting and screening adoption dossiers and making child matches, to issuing Adoption Travel Notices and collecting post placement reports. The CCAA has repeatedly and consistently stated that they will only accept an adoption dossier submitted by a CCAA-recognized agency.

It is perfectly fine to work with an un-recognized agency that networks with a recognized agency for home study or post placement services, but do not put yourself in harm’s way by choosing someone who falsely claims their China adoption status. To find out an agency’s status with the CCAA, you can send an e-mail to the CCAA at mail@china-ccaa.org, or to the Congressional Coalition on Adoption Institute at info@ccainstitute.org.
