You might want to consider that there is a reason most agencies want you to wait. You may not realize the amount of time a new child will take, and how hard it will be to go through the stress of adoption paperwork and homestudy with a new baby. The agencies want to give you time to bond with your new child. Granted the new adoption may take a year, but then again it may take less time and it would be tough on the child to adjust to a new sibling so quickly. I am sure there are agencies out there who will let you, start, but remember that the rule may be in place to help you and not to hurt you.
