I am not a social worker but I think that if you are foster parents and you have adopted a sibling you would have a good chance at getting the 2 yr old placed with you as a foster child if she is removed from the parents.

I dont think it would be considered a relative placement though. Is the 2 yr old in foster care now? And if so how long has she been with her current foster family? That could effect your chances of getting her placed in your home. If the parents have custody you just need to have an attorney file the paperwork for custody, you do have to go to court but it is not a difficult thing if both parents agree to do it.

If she is already in foster care, I would call the cw working with the family, or better yet make an appt to go to the office with the biomom so she can explain to the sw that she wants her child placed with you.

We had a biomom ask us to adopt her daughter just before TPR occured and now she is ours so it can happen.
