The county does not require you to become a foster parent to adopt, but the vast majority of the children are foster children. They get very few voluntary relinquishments annually. All of this info is covered in orientation. I recommend you attend one to find out the details. It took us about 5 months to get a homestudy done and become licensed, but that is faster than most. I pushed the process as best I could.
