Each state is a bit different on their requirements... international v. domestic v. adopting from fostercare.
Also depends on whether you want to pay for the homestudy or not.
Our agency paid for everything except TB tests, physicals, and some certified copies of things (marriage lic./divorce decrees and such). We're with a private agency that places foster and adopts children that are with the state's fostercare system (I forget that accronym or whatever they use now).
Going straight CPS is possible too, and I don't know what you have to pay for to do this (we didn't like the CPS orientation meeting in our region, so we went with an agency). However, each office is different, and each person's personality fits different places, so... perhaps you should look into some agencies, CPS and see which place you prefer.
