When we started the process in the fall of '04, we were told that families who get referrals in the late summer / early fall, seem to have the longest wait to travel calls, as they have already issued the quota of visas. As far as getting the referral, I don't know if there is a pattern, or just that there seems to be a general slowdown for some reason. Even within the agency we used, I have heard of 14 mos for a referral (a year before we started) to ours which was a few days after the home visit, before the homestudy was even in rough draft.
