Hi! I don't know too much about it... but here's what i've read... i think it's quite difficult, but possible! i think you have to live there for awhile though, and i believe it's very difficult to get a child under 3 yrs... hope this helps, it comes from this site...

Children available for adoption include boys and girls of all ages, healthy and special needs. They reside in orphanages. In 2001 (last year reported), U.S. citizens adopted approximately 12 children from the Dominican Republic.

Travel required: Adopting parents must reside in-country for 90 days or longer.
Singles accepted: Yes; unmarried couples must prove at least 5 years of uninterrupted union.
Other: Once a child is identified for adoption, a caretaker and housing are provided at applicants' expense, until the child is released to adoptive parents.
