Certain states recognize the PGN document as the final adoption decree only if you came home with an IR-3. Other states do not recognize foreign adoption and then the families must "re-adopt" in the U.S, even if you came home on an IR-3. In NC it cost's about $1,000.
With an IR-4 you must re-adopt.
Does you state consider your adoption complete if you came home with an IR-3?
