Please help!

I have a 15 month old. I am trying to get the recognition of foreign adoption completed in my county (Huron). They have never done one before. They are telling me that Guat doesn't issue a "final decree" for adoptions. The "protocolo" isn't actually a final decree. So they say that since we don't have a final decree, that I have to have a court appointed social worker do another homestudy ($1200).

This can't be right???????????
