It is my understanding that you can adopt a child internationally who is above the age of 16 if they are biologically related to a child you have already adopted. For instance, my son is 2.5 years old and if he had a 16 or 17 year old sibling that was suddenly available for adoption we would be able to proceed. Perhaps this pertains to biological relations, in general. I suggest contacting an immigration attorney or someone who is well versed in international adoption.
