Call them and talk with them personally. Just because his adoption was not finalized in Oregon does not mean Oregon law does not apply!!! He will know he was born in Oregon. My son was born in Georgia and adopted in Maine! His birth certificate still came from Georgia.
If you send me your email address I will try and walk you through the sticky, yucky mess of LDSSS adoptions.
By the way, I have talked to my son. We are working on establishing a relationship. He is wonderful!
