Question Question from an American Viewpoint...

I have a question regarding the slowdown at CCAA the last few months...

I keep hearing that the slowdown is due to the large # of dossiers being submitted to China. Tell me if I am interpretting this correctly...Let's say China puts out 1000 referrals per month. In the past, those 1000 referrals covered 4 to 6 weeks of LIDs. Now, those 1000 referrals only covers 2 to 3 weeks of LIDs. So, there are more dossiers per LID than in the past. The same # of referrals are going out, but they just cover a larger date span? Is this how everybody else interprets this???

So, here's where my American bias comes into play. If there continue to be large #s of dossiers per LID, will CCAA hire additional staff to handle the larger volume? I realize I am trying to put an American spin on a communist Chinese entity. And I am certainly NOT trying to insult CCAA. I am mainly wondering if the slowdown is temporary or if the longer referral times will become the norm???
