I am sure your baby will be home before 2007 when the problems may start. If you are still in the process or start the process again your case will most likely be grandfathered in and be uneffected. We don't even know at this point if this will effect future adoptions at all.
I pray you will have the peace that passes understanding, be assured that God is in control, and that you will have your little one home in record time.
