You must comply with all of India's laws requiring what children are considered adoptable, what parents are considered acceptable, what agencies and orphanages you must use, what paperwork (dossier) is required by the Indian government, etc.
You must also comply with American laws concerning what children are considered "eligible orphans." For example, you cannot immigrate a child who has been living with married parents, or who has been living in an orphanage, but maintaining contact with birthparents.
Be aware that identified adoptions from almost any country can be problematic. All too often, the parent does not realize that a child does not meet the foreign government's requirements for adoption, or the U.S. government's requirements for immigration.
