The way it works w/ our agency is on one of the forms you can opt to be presented with an Open Adoption. Both times we said yes, but neither birthmother opted for that. So even if you say you are ok with that arrangement, it doesn't mean that you WILL have an open adoption, just that it might be a possibility.
