it also depends on how many states you have to send them to. we ended up with 4 (our birth certificate were MI and IL) and the rest of our docs were split between NH and MA. so i sent them off as i got all of the docs from that state (likewise i sent the consulate stuff off in batches-we had to use NYC and Chicago).
the fedex charges really do add up though...
we have everything back from the chicago consulate at this point, and all of our NH docs certified at the state leve and are just waiting on MA to get those back so they can go off to NYC....
