Stepparent Adoption

My story is this: I got pregnant when I was 18, I left the father when I was 2 months along because he threated me and my unborn child. He has never seen my son, he is not on the birth certificate, I never established paternity, he has never supported my son, and I do not know where he is. since then I met someone else and we married now we are looking into stepparent adoption and Attorneys have told me it will cost about $1500 plus court fees adding another $200-$300. I heard that Oregon had some sort of an abandonment law. Has anyone heard of this because I can not find any information on it.
