Any agency that promises any specific age of baby isn't telling you the truth. The agencies are not in charge of the referral of a child. The agency handles your paperwork and "presents" it to China After reviewing your file (anywhere from 6-12 months has been the rate over the last couple years) then CHINA refers you a child. It is completely up to China.
Now you has several places in your paperwork where you can request a certain age and in most cases it seems that China will try to meet your request. But there are certainly times when the age ends up being not what was requested. Pick an agency that meets your other requirements (big vs small; sends dossiers every week vs once a month;calls you and checks in vs waits for you to call.....costs....)
