She may want to call some other agencies but China does look to see that potential parents have been cancer free for a certain period of time and that they have doctor's notes stating the prognosis etc.
And I'd suspect the 'length of time' to be cancer free may be different for different types of cancer (that's not fact; just me wondering!!).

China and the adoption agencies want the children placed with parents who are in good health and have good life expectancies so that the children won't be abandoned/ orphaned any time soon. Yes, certainly 'stuff happens' and anyone of us can die at any time but....
