Unfortunately...that's sounds about right.
I adopted two children in 05 and had expenses in 04 and 05. I am entitled to 2 adoption tax credits, but will only see about $5000.00 this year because that is my tax liability.
Unlike some other credits, you are only allowed to claim the credit up to the amount of your tax liability (which of course is now reduced, because I have children). The remainder can be carried over for up to five years.
Like you, I discovered this later in the adoption process. It bites!
