They were/are non residents and took the Act to court...low and behold they won!! So, this summer Immigration Canada delcared that nonresident Canadians can apply to the Governer In Council for citizenship for their adopted child/ren. BUT, this happens after the adoption is completed. I have to check for the web site that has the Memorandum on it. I will post it soon. So, there you go. It is possible BUT another bunch of hoops to jump through. Also, I am not sure if this memorandum has been tested yet. It sounds like it would be fairly easy...which of course makes me worried. We have decided that we will hire a Canadian lawyer to run interference for us at the first sign of trouble. The other difficulty is that we/you are not going through Canadian agencies and our foreign agencies really don't know how to help us. I guess we/you are on our own here.
Hopefully, we will be able jump the hoops after this summer when we pick up our children from Estonia.
