my sister in law had a similar problem, but it was on her side, here. she needed two witnesses to sign from her birth 30 odd years ago. but the reason behind this was, she did not have a real birth certificate. they were worried that this would be an unsurmountable problem once they realized her b.c. had actually been issued YEARS after her birth; well, PGN realized it was not a certif. from birth; she was unable to obtain an actual bc from the country she was born in. So, PGN asked for documentation of birth, and signatures, from her baptism, etc from that time. and that worked!!

so, i would imagine there is a problem with the birthmom's birth certifcate, such that they are asking for additional proof that she is who she says she is before they can sign off the baby from her. frustrating, yes, but you'll get there.
