I emailed an agency that we 'might' use and asked what was happening with adoptions from Ukraine etc. I just checked my email and the reply I got from her was this...

Thank you for your inquiry.
Yes, Ukraine has put temporary hold on adoptions while the new adoption authority is taking over and some changes to legalization are being made.
They should be re-opening in the near few months ( most likely in April ).
We'll have the information package sent to you early next week once it is updated.
