It depends. DH was offered a job in China, and we looked into adopting from China while living there. We inquired of various agencies, and some did work with Americans living abroad. Every agency is different. You may not have a problem finding an agency that can help you while living in Western Europe. Of course, it will vary depending on the country from which you hope to adopt. A birthmom in the US wanting an open adoption may or may not be okay placing her child with a couple living outside the US.
My advice would be to figure out what type of child you want to adopt and from where you hope to adopt him or her and then contact agencies to see if they can work with couples living abroad. I'm not sure what the US immigration rules are for an American married to a non-American, living abroad and adopting, but hopefully an agency could help you with that.
