First, PGN is an independent governmental legal office and the only contact on behalf of an adopting parent should be via the attorney representing you.
Second, an agency of the Guatemalan government does not function in the same way as an agency of the Federal or State government in the U.S. It is not responsive to the same inquiries or pressures as those used in this country, and bureaucrats in Guatemala have to be dealt with in a different manner.
So, leave it to your attorney, don't try to understand the reasons for what is happenning, or not happenning, and be patient.
