Here is the response I received from my agency last evening...The PGN is a branch of the Guatemalan government. I sincerely doubt that any communication from an American citizen checking on their adoption process would even be acknowledged. Actually, the attorneys have always told us that inquiries and/or follow-ups at the PGN are unwelcome, and that bugging them often proves to be more harmful than helpful. They are notified if the PGN wants anything additional or when they can come and pick up the completed case. Other than that, they are not notified of progress (or lack thereof).
It does not really help, but I hope it answers the question. If someone knows differently, please post it.
