Does anyone know of any adoption parties, picnics, fairs, etc. in GA

Does anyone know of any in GA? When? Where? We do NOT have a completed homestudy yet and my husband and I are interested in the kinds of children available and in meeting "new" and "experienced" parents.
Are we allowed to attend without a completed homestudy?
Also, we recently met a girl in foster care that we fell in love with (do not know if she is eligible for adoption). If we state that of she is eligible we want to be matched with her after we complete the homestudy - can we do this?
