Yes, I'm afraid the secrecy of the court system that deals with child protection and adoption issues in the UK lets down the whole institution of child protection and adoption. It lets our often not very well trained social workers get away with what ever they like. Whilst kids like Victoria Climbié die, because poorly trained poorly supervised social workers daren't even enter the homes where they are. The system needs changing. But that is not going to happen while our current government continues in power. Listening to "stakeholders" by which it means the social work organisations, rather than those whose lives are affected by their misguided policies, while that continues nothing will change for the better.
