I am in the same situation as you we have my ex sister in law's 13 year old daughter. (Just found out through testing my brother is NOT the bio father). And my exsil is fighting DCF and us tooth and nail not for us to raise or adopt her 13 year old. We are very furtunate finally that sw, state, psyh evels, dr.s and GAL are all seeing what, where and whom this child loved and cared for. We did everything that state requested and then some. TPR has just been filed as of Friday. So, there will be another fall out soon once we get the hearing dates.
It is a long and fustrating process. As the state gave biom 3 years to pull her act together with 13 other placements for this child before returning home to us!
My sugestion is to contuine fighting, offer to do whatever including pysh evels, therapy appts with your niece too. Have the SW advocate for your niece and you. And have faith in God.
