Foster Adopt an Infant..changing babies name

We just finished certification process. We are waiting for an infant in Orange County thru a private Foster Care Agency. 0-6 months is our preference, anyone have any ideas on how long we will wait? What does moving our age up to 12 months do to the wait time?
Has anyone adopted and changed the babies name, how do you do this?
