Just because an agency doesn't have a waiting list for singles doesn't mean that it has quota space.
Not all agencies use a waiting list as a way to determine who gets a singles slot if one should happen to arise. Some use a lottery. Some take the first qualified person who happens to call on the day a singles slot becomes available. And so on.
