What I know about this
I know that the National Foster Parent Association launched a campaign to help foster families who were affected by the hurricanes.

I assumed that the foster parents took their foster kids with them wherever they evacuated to. Of course, with some being unable to leave the state for whatever reason, I do not know what effect this would have.
