Yes the judge feels that way and has granted him visitation. Fortunately for me he has not been attending as of late. He has missed 7 of the last 10. I don't believe its about the best interest anymore. It's about the judges personal bias. Unfortunately I would complain about this but the judge happens to be the head supervising judge.
