We were approved on our original I600a for 4 children. We brought Rosy home last November which used the fee that was sent with the application. How, to whom, when do we pay the fee that I think that we owe for Carmen???Do I pay it in Baltimore INS prior to leaving? Do I need to pay it to get pink? I am so confused.

any info would be appreciated.

P.S. Carmen and Rosy are not biological siblings so I believe a second fee is due.
